National Rescue Committee

Characteristic/Talents Needed by Chairman:

The Chairman must be expert in the management of a multi function committee. S/he should possess a working knowledge of rescue activities and procedures and an appreciation of the special stresses to which rescue groups are subject.

Committee Chairman's Responsibilities:

Liaison/Advisor to the Board of Directors. Through the Board Liaison, make regular reports to the GRCA Board of Directors concerning the activities of the committee and the situation of rescue in general. Advise the Board concerning rescue policy decisions. Attend Board meetings as required. Work in conjunction with the GR Foundation to stay advised of potential problems or crises imminent in the rescue community.

Committee management. In conjunction with the Board of Directors, recruit GRCA members with the necessary qualifications to serve on the committee as regional representatives and special committee members. Assign committee members to chair sub-committees as needed and help recruit people to serve on these committees. Set goals and deadlines for on-going and ad hoc sub-committees and their projects. Oversee the progress and performance of these committees.

Panel of experts. Recruit a panel of on-call experts to assist local rescues with specific problems. Assign experts to assist on-going sub-committees or serve on ad hoc committees.

Meetings . Arrange the time and place for public and committee meetings at the GRCA National Specialty and at other such times as may be necessary. Prepare the agenda and arrange advance notice to the public and the committee. Conduct these meetings and insure that a report of the proceedings is submitted to the GRCA Board.

Committee's Responsibilities:

The regional representatives shall act as liaison to local rescues in their regions. They shall c ontact local rescue groups for information and suggestions. They shall keep abreast of problem areas. They shall advise the committee of geographical and social factors affecting rescue within their regions.

The regional representatives and such other committee members as may be appointed shall c hair subcommittees and ad hoc committees appropriate to their particular skills. These subcommittees shall be responsible for organizing, studying and taking action on topics to include, but not limited to, the following:

  • Rescue training and development
  • Public education
  • Fund raising and financial planning
  • Public relations
  • Regular publication of articles concerning rescue in the Golden Retriever News
  • A periodic newsletter for rescue workers in print and on the Internet
  • A web site devoted to rescue activities and information of interest to both rescue workers and the general public
  • Participation in or moderating of an Internet forum for rescue workers
  • Legal matters

One member of the committee shall be assigned particular duties as liaison to the Golden Retriever Foundation. This person shall a ssist the panel of Grant Facilitators in reviewing and evaluating rescue grant applications. S/he shall advise the Board of Directors of the Foundation of trends, problems, and concerns within the rescue community which may affect the activities of the Foundation. S/he shall keep the National Rescue Committee apprised of Foundation actions, policies, and programs.

A panel of experts in a variety of subjects shall be available for consultation by local rescue groups. These experts may also serve on subcommittees and ad hoc committees as advisors for projects within their area of expertise. The panel shall consist of one or more persons qualified to advise in the following areas, and such others as may become necessary:

  • Legal
  • Financial, including fund raising
  • Behavior
  • Public Relations
  • Health
  • Management
